
Alexander Frank, Deputy Director General of CoESS, had the pleasure of speaking at the German Procurement Law Day of Handelsblatt and Tagesspiegel Background in Düsseldorf on the revision of the EU Public Procurement Directive.
He thereby highlighted that the ongoing consultation process on the revision needs to find a response to an essential question: how do we strike the right balance between simplification, efficiency, and strategic procurement? To find a solution that lives up to today’s challenges, dialogue between the different stakeholders is key.
From a security and preparedness perspective, the priorities of CoESS are clear:
- No public contracts in security services for companies that fail to comply with law and collective agreements.
- A mandatory 60/40 ratio to ensure quality outweighs price in security contract awards, at the benefit of innovation, quality training and working conditions (= public security).
- Stronger bidder control through smarter use of execution criteria.
- A robust framework for price revision clauses.
CoESS thanks the organisers for hosting such a timely and insightful discussion, and underlines that broad stakeholder input and dialogue will be key to shaping a more effective, resilient and fair procurement framework for the EU.
