CoESS recommends proportionate EU action on quality jobs

CoESS has submitted its response to the European Commission’s second-stage Social Partner Consultation on a future EU Quality Jobs Act. We support the objective of promoting quality jobs and competitiveness together, but call for targeted, proportionate action that builds on existing EU law and reflects sector realities.

For private security, CoESS stresses that the revision of EU public procurement rules remains one of the strongest levers to promote quality jobs, fair competition, training and compliance with labour standards.

On AI and algorithmic management, we call for implementation, guidance and AI literacy rather than overlapping new regulation before the EU AI Act is fully applied.

On occupational safety and health, CoESS cautions against extending premises-related employer responsibilities to client sites where security companies do not control the physical working environment. We also support stronger enforcement of existing labour rules and better cooperation between authorities and social partners.

On transfers of undertakings, CoESS calls for evaluation and guidance on the application of TUPE rules to the succession of service contracts, where current case law can create significant legal and economic uncertainty.

Overall, CoESS message is clear: EU action should focus on legal certainty, enforcement, simplification and measures that strengthen both job quality and the competitiveness of essential services.
